MOU to Tap Citizens in Promoting Transparency Inked

DAVAO ORIENTAL – Pushing for transparency in the implementation of projects, the Philippine Rural Development Program is implementing a new scheme which will tap citizens in project monitoring.

On Monday, June 19, Davao Oriental Governor Nelson L. Dayanghirang, Department of Agriculture Regional Director Ricardo Oñate and Davao Oriental State College of Science and Technology President Dr. Edito Sumile have signed a Memorandum of Understanding for the implementation of the Citizens Monitoring and i-Geotag Project to monitor projects under the PRDP.

The program paves the way for “transparency and accountability measures to deter corruption and inefficiency in public procurement, stating that public monitoring of the procurement process and implementation of awarded contracts is critical to ensuring the integrity of public procurement,” reads the agreement.

The project is based on the country’s commitment “to make the government more open, accountable, and responsive to citizens by promoting transparency, empowering citizens, fighting corruption and harness new technologies to strengthen governance,”

In line with this goal, DA is adopting the Citizen Monitoring as a strategy for the implementation of all PRDP Projects.

Based on the MOU, the DA-PRDP will provide technical assistance on training and appropriate software applications to the DOSCST who will co-implement the Citizen’s Monitoring and i-Geotag Project as a joint social accountability initiative with DA.

The DOSCST, as the academe, will adopt activities as part of its extension program allowing faculty and students to participate. These activities include geotagging and conduct of information and education campaign (IEC).

The Provincial Government, on the other hand, will act as a coordinating body that will facilitate all activities related to Citizen’s Monitoring in the participating barangays and communities.

Through the initiative, stakeholders are assured of the proper and efficient implementation of projects under the PRDP, thus, protecting government investments and promoting accountability. By PIO
