Gov’s Contributions on Peace and Development Recognized

Governor Nelson L. Dayanghirang received the Agila ng Kapayapaan Award during the Philippine Army’s 10th Infantry (Agila) Division’s 11th Year Founding Anniversary on August 16 at Camp Manuel T. Yan, Tuburan, Mawab, Compostela Valley. Handing over the award to the Governor is no less than the Vice Commander of the Philippine Army Major General Harold Cabreros and the 10 ID Commander Major General Noel Clement.

DAVAO ORIENTAL – Individuals who made significant contributions to peace and development efforts have been honored and given recognition by the Philippine Army’s 10th Infantry (Agila) Division during its 11th Year Founding Anniversary.

Among this year’s awardee is Davao Oriental Governor Nelson L. Dayanghirang’s who received the Agila ng Kapayapaan Award during the division’s awarding ceremony on August 16 at Camp Manuel T. Yan, Tuburan, Mawab, Compostela Valley.

Governor Dayanghirang has been cited for his support to the Philippine Army’s innovative Community Support Program (CSP). Piloted in Davao Oriental, the CSP is being poised to transform conflict-affected areas into thriving and sustainable communities by integrating programs that promote economic growth and address the fundamental issues affecting lasting peace and security.

The award also recognizes the Governor’s efforts in sustaining the effective implementation of the Comprehensive Local Integration Program (CLIP) for former rebels.

Handing over the award to the Governor is no less than the Vice Commander of the Philippine Army Major General Harold Cabreros and the 10 ID Commander Major General Noel Clement.  

For the past year since he assumed office as Davao Oriental’s chief executive, Governor Nelson L. Dayanghirang has made incredible strides towards the province’s bid to sustain and build on the foundations set by the previous administration under Former Governor, now First District Representative Corazon N. Malanyaon.

Cong. Malanyaon is also among this year’s awardees. She was cited for being instrumental in making Davao Oriental the first province in Davao Region to be declared as conflict-manageable and development-ready area in 2012. Also, through her leadership, the Happy Home for former rebels was established to assist former rebels in their total rehabilitation and complete integration to mainstream society. She was also served as key in the creation of the Peace and Development Outreach Program Oversight and Advisory Committee which implemented various developmental programs. Her leadership provided the foundation of convergence among all stakeholders and established the paradigm of military-civilian partnership in the effort to achieve peace and development in Davao Oriental.

Taking off from the foundations established by the former administration, Governor Dayanghirang’s leadership boosted convergence efforts of all stakeholders through the implementation of various programs touted to promote lasting peace. Among these noteworthy efforts is by addressing deep-seated poverty and the decades-old problem of insurgency through the implementation of the Nagkakaisang Lingkod-Bayan ng Davao Oriental Barangay Outreach Caravan. Through this comprehensive flagship program, in collaboration with the Philippine Army and all government agencies, the government has been bringing overwhelming goods and much-needed services closer to the people – especially those who are living in Geographically Isolated and Disadvantaged Areas (GIDAs) wherein the main challenge lies in accessibility.

Also cited for his contributions to peace and development is the Chief of Staff of the Governor’s Office of Davao Oriental and at the same time the Head of the Multi-Sectoral Advisory and Action Group (MSAAG) of the 10th ID Ednar Carlos G. Dayanghirang. The MSAAG is an active partner of the Philippine Army that serves as a third-party advocate and oversight committee in the implementation of the Development Support and Security Plan (DSSP) Kapayapaan and its forerunner Internal Peace and Security Program (IPSP) Bayanihan.
