Province of Davao Oriental— As information plays vital role for peace and development, information campaigns are seen to play essential role in battling insurgencies as well as the promotion of development, said Governor Corazon N. Malanyaon during the Peace and Development Outreach Program-Oversight Advisory Committee (PDOP-OAC) meeting held at Lane’s Kita-anan last November 26, 2014.

The Davao Oriental Governor cited the Philippine Army’s Sarsuela theater play staged in some areas of the province which earned outstanding recognition from many communities. The story depicts the sacrifices of a soldier fighting for the community. She said that the play is an effective tool for battling insurgency for it gained positive remarks and outcomes from the people as observed.

Governor Malanyaon added that community immersions with authoritative and persuasive speakers will also serve as an effective avenue for changing the mindset of the community where insurgency is present and prevailing. Furthermore, she urged the PDOP-OAC members to hasten and strengthen the planned community immersions if visibility of insurgents is rampant on certain areas.

“There must be a Needs Assessment first before these immersions,” suggested Governor Malanyaon to resolved specific concerns and issues identified from grassroots level.

Another media tool for campaign strategy is the use of the radio as emphasized by the governor. She said that this would not just air the development programs of the government but also expedite feedback mechanisms through interactive texting.

She reminded the members to not just reinforce the efforts of the military through information campaigns but also through accomplishing per sub-committees plans for peace and development.

The PDOP-OAC is branched to five clusters, namely the sub-committee on Infrastructure Development, Economic and Livelihood Opportunities, Social Services, Governance, and Information and Community Awareness.

During the meeting, the sub-committee on Infrastructure presented significant accomplishment on Rehabilitation of Farm-to-Market roads, Water Supply and Sewage, Training Centers and Footbridges anchored in the PAMANA-funded Projects.

The cluster on Economic and Livelihood opportunities reported also their programs, projects and activities which include service facilities and training for Hot Chili Processing, Conduct of REACH trainings and Cassava Processing Trainings, Workshop on the Production of Brochures, Participation of Farmers Association to trade encounters, and Potable Water Construction.

Issues on learning facilities were identified also for resolution by the Social Services sub-committee’s plans and activities including the schools established by NGO’s who is not accredited by DepEd, lack of school supplies and school buildings in far flung areas. The PSWDO addressed these concerns with DepEd, Alternative Learning System and Philippine Army’s Project Shoebox innovative concept.

The creation of PDOP-OAC in municipal and city level highlights the accomplishment of the Governance Sub-committee as most of the towns in the province adopted this development concept. Also, to strengthen the governance at the barangay level, the chair of the cluster recommends a reconstitution of Barangay Peace and Order Council and toughens the commitment of Liga ng mga Barangay.

More Information, Education and Communication (IEC) material campaigns must be draft and produced by the Information and Community Awareness sub-committee as suggested by the Governor to reach its core objective, which is to provide balanced information to the community about the different development programs of the government. Though the cluster is strongly doing the core objective, there is a need for the sub-committee to come up with powerful feedback mechanisms for them to resolve the basic concerns of the community especially those living in far flung areas.
